The Hitatchi DZBX35A is a very good camcorder for the money. You can usually find it for under $400. Not many fancy features just a good solid camcorder from a company that was one of the first to manufacture the mini DVD camcorder.
If you don't mind spending a little more, Sony makes a very good camcorder for under $500. The DCRDVD105 has some cool features like a touch screen, a very good lens, and does very well in low light.

Tough question... they are all so cheep lately.
Make sure you check the 'mega pix' of the camera you select. I just got a Sony that has more features etc. that anyone could ask for but the pic quality is so poor due to the cameras resolution I quit using it. It needs more light than an operating room to take good pics.
