I have the same problem and it is very likely the DVD itself. There really isn't a standard for audio output levels unfortunately. Us a surround sound stereo when you watch the DVD and only use the speakers in the TV as front or bypass them completely.

Try different audio cables?

Look in your TV for AGP (Automatic Gain Control). Try turning it off and on.

Your TV may have bad inputs for the DVD - in that case there's not much that you can do...

It depends on how you have your dvd player hooked up. It also depends on the audio settings. Try this check and see if its set up for surround sound, I can almost gurantee it is. You need to switch it to stereo.
