Dude, I have been verbally insulted, spit at, and hit with beer cans. I used to ignore it and just keep on moving.
But try this, bring a little piece of paper with you and after the insult, pretend like you are writing their licence plate down.
They will get scared and floor it and be paranoid all night thinking the cops are looking for them, especially if they are drinking.
Try it, I've done it many times, it works every time. Good Luck.

I very rarely receive verbal insults while I'm walking down the street. What happens to me though is while I'm walking from my car to class some guys in a truck will whistle and yell "Hey baby!" or something equally retarded. It's usually like 12 guys in one car, but they aren't always the same guys. I'm not sure why they do this, but it's kind of annoying.

Sorry, but standing on your property and staring at your neighbors and screaming how much you hate them isn't against the law. Save any more derogatory notes though, since they can be evidence of harassment if you ever get any of this documented. Nothing you're complaining about them doing (staring at you, installing cameras, etc) is a criminal issue. So you can either get enough evidence of harassment (the notes are pretty much the only evidence you have since, as I said, staredowns are not illegal) and take it to the police, put up with it, or move.

Well, if you were a cute girl, you'd have a thicker skin. I think it's part of life; people showing off to their buddies or Lord only knows why. Anyway, keep on doing what you're doing and be cool. Don't react to them. If it's a racial thing and you feel threatened, then that's another matter and I'd have to select a different venue for my running.

Sure. I've gotten flipped off and had obscene words yelled at me by someone driving by. Just ignore it, and don't respond. If someone starts walking by u and cussess u out, just tell them to back off.
