You and I have something in common. But my experience was many years' ago!
If you are not able to drive yet-- I lived in a small town. After my parents allowed me to walk distances I found that I could go to the library which was the closest free place with air conditioning. If that interests you, I found that everything going on in the county was available to me. I knew concerts, events, summer camps, and even events they needed volunteers. This was a big help to me.
Some cities have summer bus passes for a great price. You might be able to ride the bus to the mall from 10am to say 1pm before it gets jammed with other teens. (My parents said no after 1pm because of crowd control) Again, maybe a Panera or bookstore is in your mall. These are great places to spend time. Look for magazines that interest you. Make goals to investigate careers or hobbies. PS-- if you know what you will be reading in school next year, read it early. Kudos for an easy 'A' without cramming.
Is there a community swimming place? It's a fun place to go get your tan and be with other friends. You might even find they are looking for someone to commit to volunteer a task. This would motivate you to go daily.
Is there something you want to do to keep in shape? -- Try to find a time to do Tae Bo or bicycle, or whatever you can make work for you. To it for 20 minutes before breakfast to generate your metabolism and give you motivation to start your day. One great idea is to walk an elderly persons dog from your neighborhood. If you have ambition-- take a grocery bag when you walk and pick up aluminum cans. These add up for a few bucks over the summer and it makes the walking seem to go faster.
I found that my friends were mostly unavailable and I had no family to go visit. This is a plus if you have someone in your family you can go to see. Even visiting Grandma is fun for an hour or two once a week!
I hope this helps. Most of the other 'things' I did became a bore like babysitting, talking on the phone got depressing when it's all I would do. So if you do commit to a new adventure like these-- remember to not commit for a long part of your summer until you try it out first.

You need to try different things. Do you like art? Paint a picture or an old chair around the house with flowers on it. Do you like flowers? Start a garden? Are you athletic? Join a Jazzercise class. Go to the library. Take a class. Babysit. Learn to dance. Learn to speak a foreign language. Clean out your closet and drawers. Find a recipe book and make your family dinner or dessert. Talk to your parents about what you would like to do and I'm sure they'd be glad to get you started. A boyfriend won't make your life exciting; only you can do that. Make yourself exciting!

Go to the public library, There is always a fantasy to be found. Call up friends or cousins Go to the pool, movies, bowling. Get a pet, walk the dog. Paint a picture, Make mom and dad a suprise dinner. Mow the lawn.
Just stuff.
Sometimes it just helps to go outside, sitting inside and not doing anything or seeing anyone can cause depression and that is hard to shake.

If your an indoor kind of person try the Internet,t.v. and reading a book our magazine they kill time very fast.If your an outdoor kind of person call your friends and do a schedule on everything you will like to do in the summer set a goal and don't rest into you accomplished it.If you are an artsy person take your free time to develop your craft write music,painted do something creative and different. Get on yahoo answers and start answering and asking questions. I've been on here since January, and I'm up to level three. That's hwo far u can get when ur bored. This site is fun. i"ve made friends on it, and that will free up some of ur boredom. do u have video games? Friends to talk to? But this site is the best threat to boredom I saw.

Why don't you look for some friends, hang out at the beach or something?
Do you drink?
Do you like BBQ?
There are many things to do actually if you've got nothing to do, i mean when you are neither studying nor working. Watching DVDs, visiting nearby cities, even playing video games if you are keen to.

Try helping you mom around the house. or try going outside and make up some fun. Call a friend, or go fishing. Just do something to exercise your mind.
