Repentance is an act of man but is accepted by the father when in all reality we are unworthy of His Love and grace.
But then that's just my opinion.

Since "to repent" is to change your thinking towards something (that is, what you once thought of as acceptable you now think is unacceptable, having adopted God's view of the matter), then repentence is an "act" of man.
However, God's being willing to accept that you have repented, and now view the matter as he does, and forgive you for having acted on the wrong view of the matter in the past, is most certainly a gift of God.

Joh 6:44 No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day.
If God did not draw you you would Never be saved!

It is beyond a gift of God.
For the act of REPENTANCE is an "allowance" provided by God for man who truly seeks and asks for redemption back into the fold, in order TO OBTAIN FORGIVENESS of sins, and which is coupled with the VOW to sin no more...
Even a child can learn the simple lesson from Aesop's fable of the boy who cried 'Wolf!' too many times.

To repent in Hebrew means to walk in the other direction ... not my opinion, fact.
So it's an act of man. Forgiveness is a gift of God.
