I cannot tell you exactly of a location but you need to go to the DHHR (Department of Health and Human Resources) in you community and tell them. They are the people who help with medical cards and foodstamps and such. Be polite but be firm with them.

I checked the Kansas Department of Health and Education and found the following information. I hope this helps.
This is a new clinic that opened about 30 miles(?) from Fort Scott.
New Clinic and School of Dental Hygiene Opens in Pittsburg
Through a collaborative effort, the Community Health Center of Southeast Kansas and Fort Scott Community College have partnered on the expansion of dental resources available to Kansans. As part of the partnership, the new, full-service dental clinic opened its doors at the beginning of August 2005. The full-time clinic is staffed by one or more dentists and provides services based on ability to pay, with a target population of uninsured and Medicaid children and low-income and/or elderly adults. The clinic hopes to provide care for more than 6,200 low-income patients annually. Within the same facility, the clinic is also operating a two-year dental hygienist training program. The first class of twelve students started their training in August as the clinic opened its doors for the first time. The dental clinic serves as the clinical training site for both the first year and second year students. Through this collaborative relationship, both programs will immediately meet their primary goals of serving a very needy underserved population, addressing the critical shortage of dental professionals in the region and training students for well-paying, critically needed positions.

There was also this in the frequently asked question area:
"I am over 21, have dental problems and can't afford dental care. How do I get help?"

Get dental surgery in India.Surgery is very cheap in India. There is one company that is very famous in India that arranges all types of surgery for foreigners in India. They are called the Forerunners Healthcare.I read a lot about them in the Newspapers and about their patient stories.I have also read that they arrange financing for american and canadian patients as all surgery is not covered by insurance.
They also have photos pasted of their International patients. You can checkout their website. The cost savings are incredible. As a doctor i personally believe that your surgery can be easily handled in India as the quality of healthcare available here is simply best in the world. The surgeons are USA/UK trained and facilities are 5 star.If you still havent got your surgery done, you are better off getting it done in India.
my cousin got her complete dental surgery through the forerunners healthcare in India and is all praise for this company. She is more than very happy with the results.she just paid 25% of the amount she was quoted in USA.hope this helps.
