In California, YES you can. As long as you sign off on a Duplicate Title form (REG 227), and a Bill of Sale form (REG 262). It won't cost YOU anything, but the new owner will be charged an extra $16 for not having the title. But yes, you can.

I know in Texas you just go to the title and registration place and get the form and you can either send it in or give it to the person at the desk... It takes less than a month to get it, my fiancee had to do that for his 1965 truck that he lost the title for.

No, but If the car is in your name, you can go to the title place and get a duplicate made. Then you can sell your car.

if the vehicle is paid off you can take the vin# into your local auto title office and get a duplicate title for about ten dollars if not all you can do is part it out but the shell will be hard to get rid of unless you take it toa scrap yard

if the suv is free and clear of all liens than go to your DMV and apply for a lost/duplicate title it can be done it takes about seven to eight weeks to get it back

No...the buyer cannot register it without the title...you can apply at your state's DMV for a replacement title.
