What am I supposed to have as a back up is it everything on the computer like stuff I downloaded or just the important things? And is it ok to save it on floppy disks?

If you're just re-installing, the only files that will be affected are those from the Windows disc. If you're worried, you can always back up your important things, like your documents etc, but otherwise don't worry about it.

for space sake just backup the important stuff and stuff u use alot also any pics etc that u want
and yes floppys r ok but they only hold 1.44 meg so it may take a few

you would backup anything you DON'T want to loose such as music, photos, documents, the .exe files you have downloaded. i think you can save them to floppy, but you would need thousands of them and a year to do so. one floppy holds1.44mb of information. a burnable cd holds 700mb of information.
