Are you kidding me? Did you not take english in school?
The only letter (it's a consonant by the way) that is sometimes a vowel is the letter "Y".

Only in the ending of the song 'Because I Got High' it is......and why do you think they say that........listen to the song!!!
Well, think about it. Think of some words with the letter w. Now think of the spelling...... all those words have vowels otherwise! Duh!
