Spongebob is a boy, but I think he is pre-adolescent.
His voice has not yet changed.
When he met Sandy (the squirrel) he was really nervous around her at first, like most teenage boys are when they are first interested in a girl. When he gave up the idea of dating her and decided that friendship was more important, he was able to relax.
Mr. Krabs let Spongebob go to the prom with his daughter Pearl. If Spongebob was any older, I don't think Mr. Krabs would have allowed it, seeing how protective he is of his "precious little girl."
There are a couple of other clues, if you watch the show regularly.
