It's not the Army alphabet, its the phonetic alphabet. It was devised to make it easier for people to communicate on the battlefield. A sound-alike word was matched to a letter in the alphabet and this phonetic alphabet was taught to all signalmen (communicators) in the military service. It goes "alpha, beta, charlie, delta, echo, foxtrot, golf, hotel, india, juliet, kilo, lima, mike, november, oscar, papa, quebec, romeo, sierra, tango, uniform, victor, whiskey, x-ray, yankee and zulu. It's the same whether the message is sent by voice, morse code, semaphore or any other code you might devise. It helps immensely in a very noisy, high-stress environment with avoiding misunderstanding messages, when miscommunications cost lives.

The proper name for it is the NATO (North Atlantic Treaty Organization) Pheonetic Alphabet... and I also am in NJROTC and sedated got it 100% right.
