I think he is interested in you and want to know you that's the reason he try to keep looking at you and flirt you.

I think if you also like him, just give him and yourself a chance. Anything can happen and it may be a good start.

Obviously he does like you or he is just playing with you cuz he knows that you do. But that is a clear indication that he likes you.
