It appears many times with reference to God:
In his Sermon on the Mount Christ said: “You must accordingly be perfect, as your heavenly Father is perfect.” (Matt. 5:48)
That he is perfect and that he believes in things perfect is stated in the prophecy of Moses, in Deuteronomy 32:3, 4: “I shall declare the name of Jehovah. Do you attribute greatness to our God! The Rock, perfect is his activity.”
The law of Jehovah is perfect, restoring the soul: the testimony of Jehovah is sure, making wise the simple. The precepts of Jehovah are right, rejoicing the heart.”—Ps. 19:1-8, American Standard.

There are quite a number of texts containing the word "perfect" [or "perfected", or "perfecting", or "perfection", etc.] in the Holy Bible. In fact over 120 entries can be found in the Authorized King James Version.
Here are a few of them:
Noah was a just man and PERFECT in his generations, and Noah walked with God. --Gen.6:9-10.
Thou shalt be PERFECT with the Lord thy God... --Deut.18:13.
He is the Rock, his work is PERFECT; for all his works are judgment: a God of truth and without iniquity, just and right is he... --Deut.32:4.
As for God, his way is PERFECT; the word of the Lord is tried: he is a buckler to all them that trust in him... --2Sam.32:31 AND Psalm18:30.
Let your heart therefore be PERFECT with the LORD our God, to walk in his statutes, and to keep his commandments... --1Kings 8:61.
There was a man in the land of Uz, whose name was Job; and that man was PERFECT and upright, and one that feared God, and eschewed evil. --Job1:1.
