If you were selected as a member of the student council, shouldn't you be competant enough to come up with the speech yourself? Shouldn't the speech be your own? Why are you asking us?

What do you really want to say? Boil it down to the bare bone basics, and cut through the long words and explanations until you have just a few words. "Well, what I want to do is raise the school budget so we can start a fund that would go towards a prom fund, so we can..."="I want to raise money for our class so we can have a really great prom" There you go.

It you are making a speech about being elected. Let them know how much you appreciate being elected and let them know that you will do your best to fill the duties of the roll you were elected for. Good Luck and Congrats!
