It's actually a Customs House, and is the name of the place where you have to show the goods you bring into a country and pay duty on them.
Today, it's sort of wound in with immigration and all happens at the airport or the border between countries, but in days gone by, it was a separate building and ships captains had to show their bills of lading and present goods upon demand to be taxed.
