Money alone doesn't solve problems. Sometimes it creates more of them.

If you had $10 Million dollars you could very well ruin someones life by giving it to them. Countries are no different. In Africa there has been so much foreign aid given that it's practically ruined their economy. Afterall, if I'm making shoes and my competetor is getting them for free, how can I possibly stay in business???

Warren Buffett (worlds 2nd richest man) recently gave 85% of it to charity. Bill Gates (Worlds richest man) has a foundation that has aprox. $32 Billion dollars in it. With the right direction, it can and will alter the course of the world. It could make no difference, and it could actually do damage. It depends on what is done with the money.

Absolutely not. No single individual is anywhere NEAR wealthy enough to make any material difference. Bill Gates, the richest person in the world, is worth about $50 billion - so that would the most any one person can EVER give. On the other hand, total development aid (private and public) has a FLOOR of $200 billion EACH YEAR.

Any individual donation would be but a drop in the bucket.

Doubt it. Just look at hurricane Katrina. People lined up to claim support (debit cards good for $2000) but it turns out there were a lot of people who got support that were not victims. Then there are people who use the money for strip clubs, sex changes, and implants. Not to mention that it seems with every natural disaster, there are reports that relief money never gets to where it is going and some just plain disappears.
