Weekdays are definetely less crowded.

If walking is an issue with your mother, you probably want to use the Tourmobile. For $20, it takes you to all the major sites in Washington, and you can get on and off at your leisure, as it makes a loop around town.

The nearest subway stop to the World War II Memorial is Smithsonian Station, at approximately 12th street on the Mall. The Washington Monument is 3 blocks west, and the World War II Memorial is right down the hill, straight west.

Here is a good map of Downtown DC:

Weekdays are less crowded in the off season...but you have to contend with the traffic during the week....Weekends less traffic more people....I was just there myself showing around relatives last week...during the week...it wasnt too bad except for trying to get around all the detours because of theflooding that occurred in the city a few nights earlier....

weekday!! it will be less crowded and less overwhelming for you both. you'll both be able to enjoy it more. make sure you both stay hydrated, though. it's nasty hot in the city in the summertime.
