You may want to take the turtle out of the water to prevent drowning. The water may actually be too cold for the turtle. Try placing the turtle in a rubbermaid container or a sweater box and placing a basking light over one end where the turtle is. Make sure the turtle can move away from the heat if needed. If he is responsive when you touch his feet and head then he is not dead but this is indicative of a serious issue. Keep the turtle warm and check the temperature of the water. It should be around 80*F. Also make sure there is a basking platform that the turtle can climb out of the water onto. Temperature is the biggest issue with reptiles. Without proper temps reptiles can not digest food and their metabolism slows down. See if heating him up works any and if so then make sure the water and air temperature around the tank is optimal before placing him back in.

How long has it been like this? If it moves when you touch it, it is fine. Make sure the water is relatively warm (room temp.) and that it is clean.

Maybe it is just the water is cold. When their water is cold they tend to act like that.
