But anyway, i found this on a website:

1. Tie fishing weights to an onion mesh bag. You can also use large weights that won't fall out.

2. Place raw chicken in bag with weights. Chicken necks are especially good.

3. Attach long fishing rope or line to bag.

4. Drop bag in water from dock or pier, holding on to the line.

5. Wait a while or until you feel tugs. Crab claws get caught in mesh.

6. Pull the bag from the water.

7. Hold the bag over an empty pail.

8. Snip the bag with scissors to release crabs into the pail.

9. Measure crabs and throw back any undersized crabs.

10. Retrieve your fishing weights to use again.

11. Dispose of the mesh bag in a trashcan.

High tide is best but you can catch them anytime. I like fish scraps as bait, this is there natural food and I have found it to be more effective than any sort of meat.
If you do not have a crab trap, which is the best way, and most fishing stores sell them cheap. then wrap the fish and a stone in a pair of old panty hose. The crab claws get tangled in the fine mesh and he will be stuck to them when you pull up your bait. Have a five gallon bucket with water in it to drop the crabs into. Keep them alive until you are ready to cook them. Put out several baits and you will stay busy pulling them in. If you do not catch any for a half an hour then move to another spot. Please release the females with eggs attached.

bacon works much better then the old chicken neck idea. tied to a piece of string, slowly pull it back in 5 minuets. should catch 2 or 3 each time as long as there are crabs in the area.
