From a college students point of view, they're considered slutty. Basically, we think girls wear them if their looking for attention or to get laid, and that's typically frowned upon. In some cities like Miami or something, it might be more typical to see...But I live near NYC and there's really no reason for it up here.....
They're bad at any age....
Even so, if my kid wanted to be a fashion disaster, I'd let her wear it to the beach and thaaaats it...And she'd have to buy the thing w/ her own money. But once she's out of the house and in college, she makes her own decisions.

I am not a parent but I was I would probably let my daughter wear a half shirt at the age of 16 or 17- depending if she had the right figure to wear it. If she doesnt like that rule then she can wear them when she's out of my house. lol

If you trust your daughter, let her wear what she feels confident in. If you cannot trust her then put on the limits.
Really ,I don't believe controlling every aspect of my child's expression is necessary.
