There are two seperate answers for this question but know this first.The common myth is that if you work a body part it will burn fat there.This is a myth.You absolutely cannot spot redue.Diet and excercise are good.You must limit your carb intake particularly after 3 pm and eat plenty of protein.Every pound of muscle you add burns about 100 calories a day.
You can do excercises like squats anf REVERSE lunges.Iso metrics are also very helpful such as performing half of a squat and holding it at the half way point for as long as you can.I've provided these exercises because you do not state whether or not you have access to a gym.

Stop rationalizing and drastically alter your lifestyle and your relationship with food. You probably eat lite food, but too much of it. You probably drink diet, but snack all day long. Start tapping your toes at work all day long to begin with. Fidgeters loose up to a hundred calories or so an hour.

Walking come on, how about jogging 4 miles a day. 1/4 to start, then 1/2 , then 1 then all the way. How about up a hill...

Walking might be what makes your legs bigger then you like. I used to talk 6 miles a day, five days a week when I was a teenager, and my legs (especially my calves) have always been huge. My legs were muscular more muscular when I was a teenager, but no matter what leg exercises I did, they've always been big. I realized that for me, it's hereditary, because my Mom has the same problem.

squats, leg lifts, walking uphill, lunges, roller blading, running, not walking, or speed walking, step aerobics, and more resistance and weight training isolating your lower body. jogging does little to promote muscle building..good luck

um i dunno if u can make your legs "smaller." try running 3 miles or something. wouldn't adding to the muscles make the legs bigger?
