Talk whenever you want, except when an announcement is being made, or they're demonstarting emergency procedures.

By partner you mean the stranger sitting next to you on the plane? Well, I think it's necessary to judge every situation independently. Some people might not be in the mood to talk to or listen to a stranger much during the flight, they might want to just relax or read or something. Other people might enjoy having someone to chat with on the way. You just have to try to judge the situation each time. You can say something and usually you'll see it on the person's reaction whether it's a good idea to keep talking or whether they just want to be left alone. Also, you can see it on people when they start to feel like taking a break from the chat.

If you feel like offering them some chocolate, then go ahead, I don't see anything wrong with that. A common ice-breaker in airplanes is saying something related to the destination or the place you're coming from.

If you find something to talk about ... fine. But, 7 hours of entertainment is way too much responsibility for one partner. Bring a good book and some magazines.
