No, it's a tropical illusion (not an optical illusion) and only happens in "Crouching Tiger, Hidden Dragon", any Jackie Chan movie and "House of Flying Daggers". If they really want to fly, they take Nepal Air or China Airlines. -_-

Any monk who can afford an airline ticket can fly. As can non-monks. Levitation is a concentration trick. It has a physical means and it only lifts the monk off the ground for a second or so, but it's still pretty hard to do and it really does take a lot of concentration. Levitation is also not the primary goal of any monk, it's just a trick to impress the tourists.
