Depends on State and Local laws.

In Pennsylvania, liquor can only be sold in State Stores now called Wine and Spirits, or certain private stores operated with state employees.

In New Jersey, bars that sell packaged goods can sell liquor.

depends whether the are able to sell on sale or off sale. There are tax laws that regulate the distibution of alcohol by a bar. Typically the bar has to buy their liquor from a distributer, and must collect so much taxes per sale... and this is per shot, botle, etc. So you see the government gets much more out of the shot per bottle then the actual bottle, and so does the bar. Typically the rule is the first 3 shots pays for the bottle... after that it is all profit.

depending on the state liquor license, an establishment can sell a bottle of hard liquor or even beer, so long as the "drinks" are packaged to go and not for immediate consumption in the bar. Adult stripper and other club type establishments, so called, cabarets, have different liquor licenses, which the customer can purchase a bottle and consume it on the premises where purchased!

There does not appear to be any law against it. He or she can NOT, however, take the partially full bottle when leaving the bar.
