"Mr. Prime Minister" is the common formal oral address for citizens but he is referred to as The Right Honorable The Prime Minister in office or through correspondence. Since it is a conference I think you would have to refer to him as The Right Honorable The Prime Minister. You do not refer to his personal name.

I'd agree with Macy on this one. However, having worked with Ministers in the past, I've always found that they are easy-going with titles (especially to their admin staff), and sometimes prefer to be called by their first name so as not to distance themselves from us plebs too much. Why not call his/her Private Secretary - if they're anything like the numerous guys I've worked with, they'll be only too happy to help.
However, if you're uncertain, check out the correct forms of address on the site below, or even better, find a copy of Debrett's (it used to be online, but they've realised this isn't lucrative so have removed it - Grr!) which whill give you all the etiquette you need.

Mr. The Prime Minister can call them 'Minister' or by their first name, depending on friendliness but its just a basic 'Mr' to the rest of us
