Yes, it is pretty much ok to do this,....if a painting is already known and famous, then go ahead.......you need no permission from anyone, just dont have a mural done of anything that is offensive.

If the artist is dead, then it's okay. If the artist is still living, you need to contact them. It's probably okay, because you are not selling it, merely duplicating it. Also, if you change a minor detail, it's not an exact copy, so they can't get you introuble for it. You are merely "inspired" by the painting.

It depends on the copyright law. I know google got in trouble a few months ago for spoofing some Miro' paintings on their site...so if you were doing Michelangelo it would be fine, but if you were doing Dali' it might be trickier as his copyright may still exist.
