The first trial that Jesus faced was the Jewish Trial, and the main man at the time was Ciaphas - the high priest. The Roman Trial or the second Trial involvied Pontius Pilate as it was only the Romans who could inflict the death penalty. Pilate was not keen on that, so he sent Jesus to Herod for a decision, Herod, sent Jesus back to Pilate for the final condemnation.
