70% of your weight isn't bone. That's just not medically likely.
200lbs is not too high for 6 ft, but whether or not you are carrying too much fat depends on how much muscle you have.
If you have enough muscle, 200lbs is ripped!
So...my suggestion to you is not to diet, you are in your peak growing phase, but rather to develop some good, solid lifetime habits that will help you manage your weight now, and in the future, as well as help keep you healthy over your lifetime.
So..here's the plan:
1. Resist the teen urge to eat mostly junk. Add lots of veges and fruits. Limit added sugar and work to get soda out of your diet. (Soda and donuts are two of the worst possible things you can put in your body)
2. Make sure you include plenty of protein including lean meats, fish, poultry, peanut butter, nuts, dairy and if you want, soy products.
3. Make sure you get enough water every day. At least 2 quarts, more if you are active.
4. Exercise, exercise, exercise. Anything you like to do is great! If you wish to be leaner, start weight lifting. If you train 3 times a week, and eat sensibly, you will be a lean, mean machine in a couple of months.
Then the scale will be nearly irrelevant.

you are 16 and still growing. make sure you eat a rainbow of fruits, berries, and veggies along with lean proteins, soy products, low/nonfat dairy products, and whole grain/whole wheat breads, tortillas, crackers, and pasta. beans are an excellent way to snack, too, w/o a lot of fat and calories. you are still growing so you need to make sure you get everything you need. eat 3 moderate meals a day along with 3 mini snacks a day. i would estimate you shouldn't be eating more than 2100 calories a day to lose weight and no more than 2600 a day to maintain unless you are extremely active. make sure to include both cardio and resistance/weight training routines when you exercise. increase the amounts for both every 3 weeks but make sure to exercise at least 30 minutes 5 days a week to begin. drink plenty of water and green tea and limit your soda intake, if you have a caffeine habit, to one soda a day. try drinking diet and sugar free products as well. good luck

Stop eating fats, sugars, and refined grains. Refined grains are things like white bread, white rice, (most) cereals, etc. Start eating more fresh vegetables, whole breads, brown rice, whole grain cereals, and a moderate amount of meat. Hold on the soft drinks and opt for water or unsweet tea. Get out and exercise.

your BMI is 27 which means, yeah you are overweight, a much healthier weight for you would be 150 lbs, that would bring your BMI down to 20 which is ideal weight
