If you have taken the phone away then how is she still using it unless you broke weak and gave it back to her.
what you might try is taking it away until she can pay for her own minutes.
then you have to set rules and guide lines for her such as be home at 830pm or call when you get there (using pay phone or friends phone). You are the parent you have the responsibility of teaching your kids wrong from right, and responsibility.

Get her a prepaid tracphone. Also have her buy the minutes with her allowance. 14 is also old enough to get a job! If she asks for more money to buy minutes, just say "Aww, that's too bad. Don't worry, there will be more money next week when you get your allowance." Show her empathy, not "I told you so!" You want her to be mad at herself, not you. She needs to learn this lesson now before she's 25 and can't pay for her house, car, and kids.

Get her a pre-paid cell phone. You can purchase additional minutes any time. My nephew and neice get additional minutes for doing household chores and on their birthdays. If they run out of minutes, the phone doesn't work until more minutes are bought and added.
Hope this helps.

Since you do not have custody of her, I would make you ex husband provide the cell phone and have him deal with this mess. With you seeing her only two weekends a month, you do not see her enough to enforce any rules that are as tough as you need them to be.

Try a Firefly cell phone or MiGo from Verizon. These phones only have 4 buttons. One for Mom, one for Dad, one for emergency (911) and I forget what the 4th button is. This way she has a phone to use for communicating with you but she can't abuse it.

u make her pay her own bill and then she will stop...make her gurl prepaid...and when she runs out of mins she has to buy um...she'll learn then when she has to put her own money out for it...or i know t-mobile has phone accounts where they havea spending limit i think it stops at 150$ that they can go to per month and once they hit it they suspend services..they can't make any calls, text or anything until they pay it..she will only be able to get incoming calls...that might be your best bet...
if she can't handle it take the phone away and make her get her own... u are the parent u are paying for it..its your money...if she got follow it on your rules then let mom pay for it..but take your name off if..you've been nice until now...if not she will run over you and your money...

If you don't have the guts to discipline, and teach her right from wrong. I hardly see where your father material.
Your daughter is going to grow up looking for a "authority figure", in life. Someone she can count on to tell her the truth. Do you want to be this person?
Just a word of advise. Take it for what it is worth.

Have you tried talking with her and explaining to her why you got her the phone? I think you can put blocks (you may want to check into this). Once it reaches a limit no more calls can be made or received. She will get the idea.

Get her a prepaid phone. If the minutes run out, she will not be able to talk anymore.
