The easiest answer is what can you not do to tune a Focus? What model is it? Phase 1 or Phase 2?, Engine size???
Details help but as a rough guide, you can do pretty much anything to it.
How much you willing to spend? Here's some idea's with a few cost in GBP (£)
Change Oil Filter/Oil, use Fully Synthetic Oil and aHigh grade Filter as this will improve the inner parts of the engine. £100 (Upto)
Fill the tank with 97Ron/98Ron Fuel, Depending on your driving style, will improve performance or economy (approx £1.03 per litre) Badged as Optimax @ Shell, High Ocatane @ Texaco, Super Unleaded @ BP etc...
Change the Spark Plugs for better performing one's £18 each.
Ensure Tyres are inflated correctly as this gives good all round grip, and refrain from using budget tyres as these are not very good in quality. £Various.
Otherwise you are moving in to life changing engine mods, A full sports exhaust system can cost from £79, Re-mapping the ECU from £129, Nos (If the engine is a 2.0 Zetec, then no problems but unadvisable on anything lse as you'll blow the system)
Best things that will not alter Insurance is as I stated, use Higher quality things like Oil, Fuel, Plugs, Coolant and Fluids and you'll see a difference after a little while.

New spark plugs (Try Splitfire), distributor cap & rotor if you have them, PCV valve, and check timing. NOW.......the biggest thing you can do to improve fuel economy is get rid of your more restrictive air filter and go with a K & N brand filter. IF you really desire to stick to the stock filter CHANGE it at half the recommended interval.
