The short answer would be based on latitude and longitude. The long answer would include the effects or wind on the trees. The more wind from nearby water sources, stunts the growth of trees. I know in the Faroe Islands there is a joke that if you get lost in the forest, all you have to do is stand up. The wind is strong enough in Norway to stunt the growth of trees.

I don't know if this answer applies to Norway, because I don't know the depth of Norwegian soil. But the deal is: If you go to Alaska, for example, the pine trees are shorter and thinner. This is because of the permafrost, meaning that the tree's roots can only penetrate so far into the soil. And a tree cannot grow taller than its roots grow long. Trees are sort of "mirror images" above ground and below ground. Perhaps you should look into the depth of Norwegian soil to determine whether ice or rock or something prevents trees' roots from penetrating past a certain level. ... Other things to consider: 1) Certain species of trees don't grow as tall as other species. 2) Other environmental variables--cold, nutrients in the soil, and so forth, can affect tree height.

they do not. it is an illusion because norway is higher elevation to begin with and trees cannot grow too much above a certain elevation ( treeline) same is true in Colorado.

the bases of the Norway mountains are higher. So the tips are more above the treeline.

because the climate in california is milder (mediterranean) and we probably have different types of trees.
