You should install drivers that are with your hardware which you will connect to pc . it is only way to enable usb in win 98.

when you bought the usb, there should have been a cd driver to install the usb on the computer (win 98)

USB is available from Windows 98 SE (second edition) you will need this at least for it. You could also try gettign help from microsoft which i doubt is available for win98.

Consider upgrading to Vista or atleast XP.

You have to have windows 98 2nd edition, it is automatically enabled...
