I would have to say any natural live bait. I t is a loaded question as there are many species of fresh water fish and some species preferr different types of food. Crappie would be caught best on small live minnows as well as bass but with bigger minnows, panfish can be taken on crickets, beemoths, mealworms, or redworms. catfish can be taken on lots of live baits such as shiners and some species of cats can be taken on prepared baits as hotdogs chicken livers, shrimp. hope some of this answers your question.

If you are looking for a live bait, then nothing beats an earthworm. That is the most easily digestable food and any fish will eat it.

Just about every fish that swims will eat a leech or a nightcrawler. Leeches are tougher and easier to keep healthy.

it all depends on what your fishing for....
Bass.... soft plastics, earth worms, hula poppers, buzz baits, spinner baits, shad, brim (depending on location, water clarity, temp, etc)
Catfish.... brim, shad, minnows, livers, doughballs, pig ears
Walleye... minnows, spinner baits, hard lures, soft plastics...
Perch, Muskie, Pike, trout, bluegill, ...etc
There are alot of variables depending upon the species....
