I worked for a vet when I was in high school. We had a Pekingese female who apparently became intimate with a German Shepherd male. She was so HUGE from the size of the puppies that you could count each hair on her torso. We had to take the puppies Caesarean, there were two..and each puppy weighed more than Mom did..when they were born.
I never did see them grown up, but I carry this image of a German Shepherd with a smashed in face in my mind.
So, yes, it does happen. It's rough if the female is the smaller breed. You usually have to take the puppies C-Section. I don't recommend "allowing" it as it puts the mother in severe distress near the end of the pregnancy.

Of course they can. A dog is a dog. Just for example I have a male dachshund that breed with a Rottweiler. They turned out to be very interesting. A domesticated breed even can breed with a wild breed like a wolf.

If the female dog is the german shepard. get a book or something.
IF the female is the pomeranian I would not recoment it, the puppies may be to big for her to have. then you may have to have a c-section. there are many complications that can go a long with that hook up. It wouldn't be to good for the pom you may loose her.

I don't know why you would want to but as long as the mom is the larger dog, otherwise the puppies would be too big and could kill the mom. But with the male being smaller you have the issue of height, that is were artificial insemmination would have to come in.

If the large one is the female, and the small one is not TOO much smaller than she, it will work. The other way around, the litter will probably be premature and not survive. My daddy used to say the puppies would "tear her apart," but I think they would abort instead.

Oh yes! My mastiff male bred my toy poodle female. I thought it would have been impossible had I not seen it with my own eyes.
I got her to the vet the next morning & he gave her an injection so that she wouldn't conceive. She would not have been able to have the pups normally.
Terrible experience.

if it does you have to get the morning after pill. that could kill the pom. and it would be hard but if they get in the right spot they can do it. we once bred a dane to a dobie and had to dig a hole for the dobie to stand in. im happy to say it never worked but id watch those two. keep them apart. you should aways protect your females

no, but they way they miniturise dogs is over many many years. they just keep breading the big dog with a slightly smaller dog and go from there.
