I had a thought after reading all of the great answers that you have already received.
Make scrap books of photos of each one, one of your sister and one of her soon to be husband.
Give the one full of pictures of your sister to her husband and the
other with pictures of him to your sister... I thought this would be a cool gift! Each one could see the other in weird shots and funny poses! Might get a good laugh from time to time!
Honestly, the best gift to give to her is your love and support!
To many marriages end to soon.
But if you wanted to, another great idea would be to give her a house warming party with everything she could use to get started

I absolutely love Vita's answer to this question- my fiance and I are planning a wedding right now and I know firsthand how expensive it can be. It would be great for them to still be able to go out and spend some time together as newlyweds without having to worry about the money aspect of things.
Also, perhaps you could have their house clean and stocked with fresh greoceries when they come back from their honeymoon.

You would know her better than anyone, but if you could find a picture of you and her doing something that you both still love doing I would say get that picture and find a real nice frame with a poem or something and give that to her. One thing i gave my sister was a frame that said sister by birth friend by choice

How about getting her a spa treatment for the both of you before the wedding. It will be a great way for her to destress and get a little bonding in.

My favorite (non-homemade) wedding gift was a whole bunch of gift certificates from local restaurants. We were so happy that while we were paying those hefty wedding bills we were still able to have a date night regularly!

My sister just got married in March, and one of the things I got her was address labels with their new names and address - Mr. & Mrs. blah blah blah...She loved them, and several people commented that it was a neat idea. I also got her a silver compact engraved with her new monogram - that's something she can always have and keep, and remember all of it.

i like more personal things like: for one friend we gathered up and bought the new couple a weekend in a really nice B&B, somewhere realy peaceful, quiet, fancy and romantic. to another friend i bought a weekend of learining snepling with her new hubby- coz they like to do outdoorsy things.
