Okay I'm going to tell you the easiest way to do this. Almost all computers with windows have Paint in them...you can find it under...Start/ All Programs/ Accessories/ Paint. Open up your file in Paint....then go to File/ Save As... and it will let you rename your file if you want to and it will let you choose what to save it has including jpeg, tiff, gif, and many others. Thats it.

first of all, almost all digital images are jpegs to begin with. almost any image from a digital camera is saved in jpeg format. jpeg is a compression format used for sending things over the web--basically it cuts down on file size. tiff is an archival format. no destruction or compression of pixels like jpeg but it's also much larger. it's useful for going from one computer to another with different image manipulation software. or if you need to make high quality prints from a digital image/scan. use GIMP. it's like photoshop but free. you can save images in different file formats and have the manipulation software too.

Open the image, click on File, save as, then in the pull down menu bar at the bottom of that page, click and select jpeg or Gif, then click ok.
