It's been said that it's best to wish the groom "congratulations" and the bride " best wishes"

You say "best wishes" to the bride... You can try some variant of "I'm sure you'll be very happy" also.

"I/We wish you all the best." or "We wish you all the happiness in the world."
You can go on to say how gorgeous the ceremony was, and so forth. As long as you show you have sincerity and mean what you say, it doesn't matter what you say!
