Well peacocks spread their tails to attract females(peahens) especially in mating seasons, get him a peahen and see what happens , but I think he won't try to attract her because mating season is over, too bad

yeh! what jojo said ... I've also heard it called the "train" that the peacock lifts to attract a mate.
normally around this time of year he starts dropping the "train" and then you can actually see his true tail. ironically, as gorgeous as a peacock can be, his tail is a drab red-brown :P

that huge mane isn't a tail, buit a mantle that covers the males actual tail. when the male wants to show off, it raises its tail which in turn raises the mantle making it spread out,

hmmm! I think it is the female (peahen) that will make him want to show off. and maybe the time of year. Since it is past mating season, maybe he's not so into it now...

It could also be a territorial thing, but it really does all come down to attracting mates.
