My beagle does this to a plant we have in the house, actually doing it right now! Lol. Her nose isn't in the air or to the ground, she just moves very slowly and turns around and repeats.... We try and get her attention and she ignores us. We figure it has something to do with hunting.

Sounds to me like she's "hunting" something, especially if her nose is to the ground. Do you have mice? other "interesting" rodents? other "interesting" smells?
One of my dogs- Tes (pure-bred Heinz)- she just likes to sniff. I'll tell her to lay down, and she'll start sniffing at the carpet. Mind you, our home is pretty old (lots of layers of smells), and the previous resident here had a pretty "interesting" (aka illegal)lifestyle, lots of company (customers).
Another possibilty is that she's looking for a place to potty. Dogs just do that.

Maybe she's looking for snakes or mice. My dog does that when he smells something funny and sometimes he pulls a snake up out of the bushes.

I have seen this in other friend's dogs... It is so cute.. They are looking for mice/gechos or something in the bushes. Evidently they have found such in the past and they remember it.

She's prolly not trying to hide. She's prolly taking her time to smell the different smells on the bushes and see what other animals have been there.

It could be a hunting instinct, or maybe she's afraid of what's possibly on the other side?

this could be instinct, because wolves needed to hid from their prey, and so your dog is just following what her mind tells her to do. she could also just love plants.
