One buys a video cable for US$7.90 in USA, but if one wants to buy the same cable in Brazil, this person will have to pay more than US$50.00. How's it possible?

Usually it's exise taxes. Every time a product crosses a border a tax must be paid. And yes they are probably high because of greed. You must also think of rhe relative exchange rates and the fact that it travels a long way, and through a lot of middle-men before it gets to a retail outlet. It's just like Alaska. Nothing is made there. It's all flown in from somewhere else that's expensive.
