You can go to the post office and ask for a form. Tell them that someone has hit your car on a car park and alls you have is the reg. For a small fee, DVLA will send you the details of the registered keeper so that you can pursue a cival claim against the owner following the accident.

The DVLA is the only authority that holds details on to whom cars are registered. They do not give the information to the general public. If you have a complaint in which a car is involved, you will need to give the information to the police, who will track down the owner if they deem it appropriate so to do.
