I believe the standard is if it contains more than 1% of volume of a ingredient it has to be listed so things like artificial sweeteners do not need to be listed.

They are required by federal law to do so. If they do not there is a very, very steep penalty given the allergies out there.

they have to the FOOD and Drug admistration says they do and if they are auditide they can be shut down if they are lying

You are right. Not all do.
But, they can be sued and are subject to fines and penalties.
