yes, this is the alternative 3 project. It's a part of secret bases on the moon and mars which are used to fight alien wars and find energy and minerals. They are staffed by the children of of kidnapped people who are victims of abuduction. I heard there were at least a million people harvested on mars in a breeding program. Or at least that's what people would like you to think.

Absolutely, that is where they built the Starship Enterprise. The TV show was scripted from the historic documents of their missions. Of course the names were changed to protect the identities of those involved.
