Paranoid or not, have you done anything that would warrant having law enforcement bug your phones? If not, stop worrying, it may just be crappy phone lines.
Get the phone company to come out and test your lines.

I have experienced a lot of problems with my land line. Clicks, getting disconnected and so on.
I would call the phone company. This is their responsibility, unless there is something wrong with your phone. Could be an oldie. Oldies also click.

i'll go a little further than the previous answer. i asked the phone co. to come and check my line for bugs a few years ago and they did so. apparently by law, as the previous answer suggests, it is their responsibility to monitor that and inform you if there is such on your line, if you ask them to. one caution: they did this service for me but they were very vague in their response, like some sort of legal technicality was constraining them. so i'd say, "is this line bugged?" and they'd say something like, "at this time, there is not direct evidence of any illegal listening device on this line." and i'd ask again, for clarity, and they'd just repeat that answer verbatim. so, for what that's worth . . .

It's just signal noise from the wires along the way to the other person and the telephone operations places and stuff. No one is listening, probably.

ask the service provider that you are with to line test your line remotely first if they send out a engineer and your line tests OK you will get charged for a visit charge this can be expensive if you have nothing wrong with your line
