Anything that will tone and not add bulk is good. Yoga and pilates are great.
Running will help you lose weight but doesn't add much tone. Cycling helps some but is also not the fastest toner. (of course losing weight will make your thighs thinner too).
You should lift weights but....you do it differently when you're seeking tone and not bulk. Exercises that elongate the muscles like lunges, kickbacks and stepups are better than squats. Add some leg extentions and curls, then some calf work to balance it all. Work higher repetitions. For example, someone wanting to add size works 3 sets of 8-12 reps of increasingly heavier weights until muscle failure (your trainer can explain this concept).
To create a more lean look, work 3 sets of 15-20 reps, only use the heavier weight for the first set, and drop the weight slightly for the second and third set. Then work until failure on the 3rd set (even if that's more than 20 reps). If you have set the weight heavy enough, you should be pretty exhausted on that third set.
Cardio activity will help burn calories and obviously that can burn fat. You didn't say if you need to lose fat. Weight training also burns fat, but shapes in ways cardio cannot. If you want a fast drop in fat, you definitely need both.

Traingirl is exactly right. You can't spot reduce when it comes to slimming down and losing weight. You have to change your eating and/or exercise habits.
You may lose fat in everyplace first before you notice a difference in your thighs, it depends on your body type and genes. For example most men have a hard time losing their "gut" or "beer belly" because it is usually the last place guys lose fat.

You can't just slim in one area - that's a myth. You need to reduce body fat all over. To tone up your thighs and make them firmer, do lunges and squats. You can do both of those with free weights, or start with no weight at all.
To slim down, one of the quickest ways is take up jogging/running. A weight-bearing aerobic exercize like that sends very strong "lighten up" signals to your body. Combine with muscle-building exercizes to maintain muscle mass.
