Seriously, I'm a scuba diver and there are all sorts of creatures in our oceans. It doesn't sound like anything I've ever seen on the California coast. Your best bet would be to go or call a local scuba diving shop and ask. They have books for your local area and I'm sure you'll find a photo of it in there if someone in the shop doesn't know off the top of thier head.

Seadragons (Phycodurus spp and Phyllopteryx spp) look almost like seahorses but highly embellished with weedy and leaf-like extensions which camouflage them among the weeds. The males don't have a pouch and instead carry their eggs glued to tail
