im really sorry you had to witness something so terrible...
i agree with you 101% . it really bloody get me on a mad one when i can stand at a bus stop in romsey rd(,a very busy main rd in winchester) and in 10mins or so can count at least a doz people driving with a phone to thier ear...especially around about teatime.... and what annoys me more is the lack of policing.... it would take a copper to sit at the bus stop and take the number of the car and then they can be pulled over abit further along the rd...
it wouldnt take much to get the message over to the irresponsible drivers that if they risk using thier mobile phone when driving there is as high chance they will get caught and banned for 6 months from driving...
im sure once a few cases have been in the news people wouldnt want to take the risk...
we need a severe sentence to scare people off using thier phone while driving. ....to make people realise that it is a serious crimeand when the police treat it as a serious crime, then people might take notice.

All new cars will have to be equipped with an intergral static generator that is built into the ignition and inaccessible to the owner. This generator would have to put out an RF signal(s) in the right frequency range(s) to jam cell phone communications. It would be a very short range signal, effective only for 10 feet or so, that would make it impossible to send or receive cell phone calls while the engine is running. Other than forcing the issue, nothing will stop people from using cell phones while driving.
The laws that require hands-free use of cell phone while driving are of no value at all, since studies have been done that show that hands free cell phone use is no different than otherwise. Lawmakers simply passed a useless law that catered to cell phone manufacturers and that does nothing to reduce the risk at all.
The punishment for driving and causing an accident that results in a fatality while using a cell phone should be mandatory death penalty.

I can understand how terrible it is to kill a child. I have one too...But at the same time, like somebody mentioned, why ban only cell phones? You should be banning, radios, copassengers, mirrors (people make-up in the car), and so on and so forth. Cell phones is just the latest. So taking a more balanced approach might be more effective.
Unike somebody mentioned about how all cars should jam cell phone signals, may be all cars must have their built-in speakers cell-phone compatible and all cell phones follow the same standards to make them compatible with car-speakers. Some kind of universal standard (at least within a country).
It is when they are incompatible, and people must buy different car kits and so forth, that they tend to postpone the purchase.
To implement this, legislation is important. So legislation coupled with ways and means of making it easy to implement the legislation, will be more effective.

Well, if they get killed in an accident, they will surely stop doing that. Unfortunately, it's human nature to continue doing stuff until there is a major reason not too. And laws do little to affect peoples decisions.

POINTS on their licence as well as hefty fine.Until they introduce points then people will still continue to use a phone whilst driving because the fine alone is not a deterrent. No one likes points on the licence !

Do you mean holding it in their hands which is illegal and unsafe or using a proper built in kit which is about the same as talking to a passenger...
if you are saying ALL diversions should be banned we should have vehichles for one driver only - no passengers no radios and no phones while we are at it lets make them green.. oh they do exist they are called bicycles...

In this warm weather people are driving with their windows open. This is an opportunity to snatch phones when people are using them in traffic queues etc.

Better enforcement?
Speed cameras don't stop bad drivers just fast ones. We need more Traffic Police or CCTV operators able to use their cameras to report people.

Make the penalties more harsh. Where are the coppers when you need them to arrest the driver in front of you who's on his mobile? My boss was texting with me in her car, speeding, I was freak'n out.
