There are a lot of islands like that in this part of the world, all the above and others too. Since the coming of satellite TV most islands have some access to tv service. Helicopters don't have the range except to New Zealand's offshore islands, there are 500 islands in the NZ archipelago. If they have no money it's probably a bit further offshore and is probably Pitcairn, Niue or the Tokelau Group. We have longrange reconnaissance and rescue aircraft which also pick up sailors from fishing boats and transport emergencies to New Zealand Hospitals from Tonga, Samoa and Fiji. We're kinda the big smoke for this part of the world, even though we are a small country. Australia tends to be a bit further away from the rest of the Pacific. We are closer to most of the Islands than they are. Several years has also made a lot of difference in local culture and it may not be now as it was when you saw the TV show. Try looking at the CIA World Factbook which you can download from their website. Technically Pitcairn does not belong to NZ, and is a possession of the UK administered from the British High Commission in Wellington NZ.

I think that this is Pitcairn Island.
I went to school with a boy whose mother needed medical treatment in NZ, and so he was here until she was better, and they could get the next boat back to Pitcairn island.
They do have money there now though.
He sent us some as souvenirs.
There is a really old movie 'Mutiny on the Bounty' they ended up n Pitcairn Island, so it might be helpful for the history of Pitcairn... for more recent information, check on the internet.

Could be Pitcairn Island, population 47, on the way from NZ to Panama. There's no airstrip or harbour. To get there, you take a ship and hove-to 3 miles offshore. The long boats come out to take you ashore. Once they needed a bulldozer, so the NZ air force flew one out and dropped it by parachute. Pitcairn is about halfway from Tahiti to Easter Island and about 5000 km from NZ.
