What do I use to remove the old glue that will not damage the surface material?

You should check your state's rules for the numbers, or the Coast Guard rules if you're putting on a HIN (Hull Identification Number).

If you are a good artist, and expect to get fancy with the numbers, forget it. Most people buy the decals because they don't have to worry about the paint coming off or the numbers becoming illegible. And they are legal in form and size.
