Boot with Windows XP cd, you would have to make it a first bootable device.
once you system boots with your XP CD you can follow the easy onscreen instructions.

hey dear,
there are basically 2 ways to format the disk.
i guess u might be aware that the data on the drive will be lost after formatting.
1. assuming that u wanna reinstall windows xp.
first of all u need to set the cd drive as the 1st booting device of the computer. to set that while u start the comp u might be seeing " press del to enter setup" or some key to enter setup. just enter setup and then at the boot priority set the cd drive as 1st booting devie. press esc and then f10 to save settings and exit. now restart ur computer while the windows xp cd is in the cd drive( assuming that u have a bootable cd of win xp). when u start the comp u may see that the comp displays at the screen at the top for a small period of time" press any key to boot from cd..) just press any key as soon as u see the message. there follow the on screen instructions and then u can format the hard disk.
2. assuming u want a blank disk so that if u want u can also split the disk or run computer in dos mode.
set the the 1st boot device of the computer to Floppy disk.
start the computer and le tthe computer start windows xp this time. insert a blank floppy and then right click on the floppy drive while the floppy is inserted in and then format the floppy. in the formatting option check the option to make a dos startup disk. when the floppy is created then restart the comp keeping the floppy in the drive, then when u are into dos prompt then apply the command " format/s/q" this will format ur disk

The advice was correct for primary. If you are trying to format a secondary, I beleive you just right click on in and select "format".

Make a bootdisk. Try find bootdisk thru the internet and install it to a floppy disk. Do backup first! Then, restart the PC with the disk and you know what to do next.
